Gholam Shakuri

Gholam Shakuri is an IRGC-Quds Force officer and the principal operational director of the 2011 plot to assassinate Saudi Ambassador Adel al-Jubeir in Washington DC. A Tehran-based officer, Shakuri recruited his cousin Manssor Arbabsiar — an Iranian-American with no intelligence background — and directed him to arrange the killing through what both believed was a Mexican drug cartel. US prosecutors identified Shakuri as reporting to Abdul Reza Shahlai, a senior IRGC-QF officer. Shakuri is listed on the FBI's wanted list and subject to US Treasury sanctions. He remains at large in Iran.
