Hamshahri (همشهری, 'Fellow Citizens') was founded in 1992 by Tehran Mayor Gholamhossein Karbaschi as Iran's first colour daily. Within three years it became Iran's best-selling newspaper at 400,000 copies daily — twice the circulation of Kayhan and Ettelaat. During the Khatami era it was reformist-aligned. After Karbaschi was jailed in 1999 on politically-motivated charges, Tehran Municipality under conservative control shifted its editorial line. In February 2006 its graphics editor launched the International Holocaust Cartoon Competition, drawing global controversy.
