Morteza Eshraqi was Tehran's Prosecutor General in 1988 and is one of two officials explicitly named in Ruhollah Khomeini's fatwa as responsible for implementing the mass execution of political prisoners in Tehran — an event the UN classifies as crimes against humanity. His deputy, Ebrahim Raisi, also sat on the committee. His presence at the committee's 15 August 1988 meeting with Ayatollah Montazeri is captured on audio recordings published in 2016. He subsequently served as a judge on the Supreme Court from 1989 to 1998.
