On 27 January 2013, the governments of Argentina and Iran signed a Memorandum of Understanding (MOU) establishing a joint truth commission to reinvestigate the AMIA bombing of 1994. The agreement was signed by Argentine Foreign Minister Héctor Timerman and his Iranian counterpart. Alberto Nisman, the AMIA special prosecutor, argued that the MOU was designed to shield Iranian suspects — including those subject to Interpol red notices — from prosecution in exchange for oil and trade concessions, effectively undermining the criminal proceedings he had built over a decade. In January 2015, Nisman filed a 289-page charging document accusing President Cristina Fernández de Kirchner and Foreign Minister Héctor Timerman of treason in connection with the MOU. Nisman was found dead on 18 January 2015, the night before his planned congressional testimony. Argentine courts later determined he had been murdered.
