Mohsen Rabbani served as Iran's cultural attaché in Buenos Aires from 1994 and operated out of the Islamic Cultural Institute of Buenos Aires (At-Tauhid Mosque). Argentine prosecutors identify him as the on-the-ground coordinator of the AMIA bombing of July 18, 1994, which killed 85 people at the Jewish community centre in Buenos Aires. He is assessed by investigators to be both a MOIS asset and affiliated with the IRGC-Quds Force. He is subject to an Interpol red notice and Argentine arrest warrant. After leaving Argentina, Rabbani remained active in Latin America as a recruiter of Shia converts and builder of Hezbollah-linked networks across the region.
