Mostafa Roudaki is a senior officer of Iran's Ministry of Intelligence who served as the MOIS station chief at the Iranian Embassy in Vienna, a position he held until approximately 2014. In this role, he was responsible for coordinating intelligence stations across European countries from the Austrian capital — a hub role later taken over by Assadollah Assadi, who was posted to Vienna as Third Secretary from 2014 to 2018.

After returning to Tehran, Roudaki was redeployed to Albania at the end of 2017, replacing Fereydoun Zandi Aliabadi as MOIS station chief in the Iranian embassy in Tirana. His assignment coincided with intensified Iranian intelligence operations targeting members of the Mojahedin-e Khalq (MEK) who had relocated to Camp Ashraf-3 near Manez, Albania. In March 2018, Albanian authorities disrupted a plot against MEK members attributed to Iranian intelligence.

In December 2018, Albanian Prime Minister Edi Rama declared Roudaki and Ambassador Gholamhossein Mohammadnia personae non gratae and expelled them from the country as part of the Albania expulsions of Iranian diplomats. The expulsion was a landmark action — one of the first times a European country expelled an Iranian ambassador for intelligence-related activities.
