Rostam Ghasemi

Former Minister of Petroleum (2011–2013); former Minister of Roads (2021–2023)

Rostam Ghasemi is an IRGC brigadier general and oil sector executive who served as Minister of Petroleum in Mahmoud Ahmadinejad's second term (2011–2013) and then as Minister of Roads and Urban Development under Ebrahim Raisi (2021–2023). He was previously managing director of the IRGC engineering arm Khatam al-Anbiya — the massive construction and contracting conglomerate that controls much of Iran's infrastructure market. He was replaced as Roads Minister in 2023. He is subject to US, EU, and UN sanctions.
