policy
The 1989 constitutional revision amended the Constitution of the Islamic Republic shortly before Ruhollah Khomeini's death. Key changes included abolishing the position of prime minister and merging its powers into the presidency, establishing the Supreme National Security Council and the Expediency Discernment Council as constitutional bodies, removing the requirement that the Supreme Leader be a marja (senior religious authority), and expanding the Supreme Leader's powers. The revision was approved by referendum on 28 July 1989, the same day as the presidential election that brought Akbar Hashemi Rafsanjani to office.
