Mohammad Khatami was elected president in a landslide in 1997, winning around 70% of the vote on a platform of civil society, rule of law, and a Dialogue Among Civilizations. His two terms represented the peak of the reformist movement, marked by a free press and attempts to improve relations with the West. His reform agenda was consistently blocked by the Guardian Council and judiciary.
